Does anyone has the information about how the pre charge feedback of a tesla is obtained? what are the components or logic that is used to achieve that? how the voltage in the motor controller side is measured in order to open the precharge relay and close the main contacts

Your question needs more details.
Are you talking about in the OEM application? Is this with an Open Inverter replacement logic board or/and ZombieVerter VCU or some 3rd party VCU controlling the OEM logic board in a conversion?

i want to know is how the bms knows capacitors are charged near to the battery voltage level?what is the method used to identify the charge level of capacitors in the inverter?Im new to this field sorry if I said something wrong.

HV Voltage measurement feedback from the components that contain capacitors.
In Tesla's HV batteries there is also voltage measurement on both sides of the battery contactors so that is also used to determine the precharge has finished.

It dependes on the battery type.
But you can say the software:
- check if pyro fuse is ok
- check if all connectors are there
- check if drive unit is here (a resistent works so far on model 3/y)
- wait for the correct can comment.
- enable precharging
if its successfull, close the contractors.
We use is in this way on the solar projects.
