Charge Rate Limiter Idea

Not sure if this has ever been proposed anywhere, but this forum seems to have the skill set to answer.
I am wondering if it is feasible to have an adapter, either NACS or CCS, that goes between the DC Fast charge cord and the car. The purpose of this adapter would be to limit the charge rate of the session. I am assuming it would involve intercepting the protocol to tell charger to limit rate to something lower than what the car and charger would normally negotiate.
The purpose of such an adapter would be to lower charge cord heating such as when using an extension. Another is to lower stress on battery. Another is to extend the charge session to accommodate longer dwell times at stations for rest stops, etc.
I know there's going to be a ton of TOS comments, etc., but just interested in technical debate.
