UK legalities

Has anyone in the UK managed a conversion legally? The wiki is a little sparse on info. I've read somewhere that the car needs to be pre emissions based VED, so <=2000.
I'm still deciding on a project car but currently liking Alfa Remeo 147, 156 or GT but they are early 2000.
