are a solid state device which works in how the resistivity of the material increases rapidly with increasing temperature, so they are self regulating. they are designed to be mounted in a HVCA unit in front of the blower fan, in combination, or replacing, the heater core.
 
heaters come in a variety of operation voltages and controllers. dedicated ev heaters run off HV, others off 12v and home appliance ones are 120vac.
 
many European model cars have 12v ptc heaters in them.  though 12v heaters are going to not produce large amounts of heat (1kw >). dedicated HV ev heaters are 5kw+
