I have found a simple to build controller based on an Arduino (see https://ev-olution.yolasite.com/nissan- ... roller.php )
As I am not a programmer and I do not have time to learn what it would take to program this, I would like to build this and send it to someone who will program it for me.
If anybody in N. A. is up for helping me out with this please message me.

If I'm understanding correctly, the program already exists.
I know you said you don't have much time, but I'd say loading an existing program onto an Arduino is extremely easy. I would strongly suggest that you at least try. The page you linked provides a program that will do this.
