Tesla charger HV leak?

A few weeks ago I discovered that my first conversion had a high voltage leak (If I measure the terminal of a battery to chassis ground there's voltage). I started tearing it apart a bit and didn't find where the leak was coming from. I assumed it was in the pack I hadn't taken apart yet. I put the car aside to focus on my other conversion project. Well today I discovered the car I just finished also has a leak. I went nuts trying to figure it out and then I unplugged the charger from the battery and it went away, then did the same thing with the first car and it also went away. These are both gen2 model s chargers, the first one has worked fine for 4 years at this point and I've put 2,000kw through it in that time with zero issues. The new one charges just fine as well. Is this normal? has anyone else experienced this? Was I supposed to put a contactor on each connection from the charger to the battery? seems sketchy to have high voltage sent to the chassis regardless if it's charging or not but I might just be missing something obvious. Is the charger looking for HV leaks by sending voltage to the chassis? If so, what happens if something does short to the chassis, I'd imagine that would be pretty catastrophic. I'd think it was a faulty charger but I am seeing it on two chargers that are both functioning perfectly fine.

How much "leak"?

How did you measure this "leak"?

Depends on the battery level, anywhere from 350-400V

Measured with a multimeter from any battery terminal to the chassis ground.
